PVRM shall:
(1) consist of not more than eight letters, numerals and / or blank spaces; and
(2) meet the basic combination requirements.

(1) Online Enquiry
- You can check the availability of a PVRM online and validate it against the basic combination requirements.
- If your proposed PVRM is available and meets the basic requirements, you may make an online application during the specified application period (i.e. within the determined period in January, May and September).
(2) Online Application (within the determined period in January, May and September only)
Who Can Apply Online?
During the application month, you can apply online if you are:
- at least 18 years of age and holder of Hong Kong identity card (for Hong Kong residents) or passport (for non-Hong Kong residents); or
- the authorised person of a limited company who holds a valid Certificate of Incorporation. Business Registration Certificate will not be accepted.
What Do I Need for Application?
- An ‘iAM Smart+’ account with digital signing function (for Hong Kong residents only); or
- A valid personal or organisational digital certificate issued by the recognised Certification Authorities for authentication, e.g. Hongkong Post (see the images below).

- A printer to print out a hard copy of the acknowledgement page, or a storage device to save your application details. (Note: If you do not have both, please remember to write down the application reference number.)
- All the correspondences concerning the application for reserving a registration mark for auction will be sent to the contact address as indicated on the application form. If you would like to change the correspondence address or other contact details, please submit the completed application form (TD 640) by post or by fax to the Vehicle Registration Marks Unit of Transport Department (Address: 12/F, South Tower, West Kowloon Government Offices, 11 Hoi Ting Road, Yau Ma Tei, Kowloon/ Fax no: 3101 5532) or you may submit the change request through online service.
How Do I Know the Application Results?
- If you have successfully submitted an online application, an acknowledgement will be sent to the email address provided by you. In case you do not receive it, please check if the email has been directed to the junk mail / spam folder. You may contact us to verify your submission status through the following means:

- Email (only available from 1 to 30 September 2024, and merely for acknowledging receipt of your application within the application period above) : pvrmex52@td.gov.hk
- After the close of each application period, the Transport Department will draw lots to select the applications to be considered if the number of applications received in the invitation exercise exceeds the pre-set limit.
- For the selected applications, the Transport Department will send a written notice to the applicant requiring a deposit payment of $5,000 within the period specified in the notice.
(3) Online Deposit Payment (within the specified payment period only)
How Much Do I Have to Pay for Deposit? What Do I Need for Payment?
- Transport Department’s notification letter for deposit payment ($5,000) sent to the applicant.
- Either a credit card (Visa, MasterCard, JCB or China UnionPay), a PPS or a FPS account for payment. Visa, MasterCard and JCB offer additional security programmes to give their cardholders extra protection when they make online payments. You must register in advance with Verified by Visa (VbV), MasterCard® SecureCodeTMor J/SecureTM.
Note: PPS and FPS do not support payment via browsers of mobile devices (including mobile phones and tablets) at the moment. If you wish to pay by PPS or FPS, please change to use desktop computer.
- A printer to print out a hard copy of the acknowledgement page or a storage device to save your payment acknowledgement. (Note: If you do not have both, please remember to write down the transaction reference number.)
- In accordance with Regulation 12B of the Road Traffic (Registration and Licensing of Vehicles) Regulations, Cap. 374E, the Commissioner shall not entertain any request to withdraw an application. In this regard, TD will not refund the deposit paid for the application.
How Do I Know the Results after Payment?
- Your proposed PVRM will be considered by the Transport Department on whether it should be approved or rejected.
- Approved applications will be put up for auction, and the applicants concerned will be informed of the auction date and details by registered mail.
