Criminal offence in breach of the duty to register birth

Under Section 7 of the Births and Deaths Registration Ordinance, Chapter 174, Laws of Hong Kong, parents of every child born shall apply for the registration of the child's birth at a birth registry within a period of 42 days after the day of such birth. It is a criminal offence if anyone deliberately fails to register the birth of a child as required by the law. Offenders are liable to a maximum penalty of a fine of HK$2,000 or up to six months' imprisonment. Parents are required to register the birth of their children in accordance with the law, so as to avoid undermining the rights of their children to medical treatment, education and welfare benefits due to late registration.

Registering the birth of a baby can be made in person at the relevant Births Registry; or via online (if applicable).

For in-person birth registration of your new born baby, you need to make prior appointment booking.

You can make use of this online service to make an appointment for birth registration of your new born baby at the births registry of the district in which your baby was born. You can make an advance booking of 42 calendar days (excluding Sundays and General Holidays). After making an appointment successfully, you can also enquire, change or cancel the appointment you have made. You can find the details of the online appointment booking service below.

Who Can Use This Service?

You can use this service for booking an appointment at the Births Registry for in-person birth registration of your baby within 1 year of your baby's birth. Please note that if you choose to register the birth online, appointment booking is not necessary and you may find out more details at https://www.immd.gov.hk/eng/services/birth-death/Registration_of_a_Birth.html.

How to Use this Service

You can use this service for birth registration within 1 year of the birth of the baby. Please note that a registration fee will be charged if the birth is registered after a period of 42 days but within 1 year.

Making an appointment

To make an appointment, you are required to provide information which matches that on your baby's birth return. The information include the Hong Kong identity card or travel document number of the baby's mother, the baby's date of birth and the name of the hospital in which the baby was born. To facilitate you to enquire, change or cancel your appointment, you have to enter a self-selected 4-digit number as enquiry code.

You can select any day within the following 42 calendar days (excluding Sundays and General Holidays) upon making an appointment. The appointment is given on a first-come-first-served basis. The earliest available appointment is on the next working day (Monday to Saturday, except General Holidays). You can make an appointment for at most 3 new born babies of same parents each time. Only one appointment can be made for each baby.

Appointment Reminder

After making an appointment successfully, you can choose to receive an email / SMS appointment reminder. The email / SMS reminder will be sent to your provided email address / telephone number 2 days before the date of appointment. You can change your email address / telephone number or cancel the reminder at latest 3 days before the appointment day.

Enquire, change or cancel appointment

After you have made an appointment, you may enquire your appointment at anytime. If you are unable to attend the births registry for birth registration of your baby as scheduled for some reasons, you should change or cancel the appointment at least 1 day before the appointment date. For changing an appointment, the earliest available appointment will be on the following working day (Monday to Saturday, except General Holidays).

Online Submission of Information Required for Registration of Birth

After you have successfully made an appointment for registration of birth of your child, we recommend you to submit in advance the information required for registration of birth by using this online service at least one day before the scheduled appointment.  This will speed up the processing time for registration of birth on the appointment day.

Telephone Booking Service

Besides the online appointment booking service, you can also make an appointment for birth registration through the 24-hour telephone booking system. To use the telephone appointment booking service, you should dial 2598 0888 using a touch-tone telephone.
