EMSD Web-based Registration Services

EMSD Web-based Registration Services (WBRS) provides various types of online applications for both individuals and organisations.

With the Easy Sign-on function on MyGovHK, you can now directly access WBRS by just logging into MyGovHK after linking up your existing EMSD account with MyGovHK account. You can also access other online services through this single account. Each EMSD account can only be linked up with one MyGovHK account.

The following are some of the EMSD electronic services which currently support Easy Sign-on on MyGovHK:

• Application for a Use Permit Permitting a Lift to Continue to be Used and Operated
• Application for a Use Permit Permitting an Escalator to Continue to be Used and Operated
• Submission of Specified Information and Specified Documents under the Mandatory Energy Efficiency Labelling Scheme

How to use the service?

To submit applications through WBRS, applicants are required to register for an account with EMSD.

Simply complete the Online Registration Form, sign with your Hongkong Post e-Cert and send it to EMSD. Alternatively, you can download and complete the registration form, then send it back to the Registration and Permit Office of EMSD at 3 Kai Shing Street, Kowloon.

What are the benefits of using WBRS services?

EMSD is a regulator of Hong Kong's public safety of electricity, lifts and escalators, gas, amusement rides, builder's lifts and tower working platforms, mandatory energy efficiency labelling scheme, and building energy efficiency. You are required to submit applications to EMSD for registration as a qualified worker / contractor, and for endorsement of test certificates before carrying out specified works under the relevant statutory controls.

Electronic submission of applications is accepted through the Internet for selected services. The forms and any other information / data submitted will be transferred and stored by electronic means, which will be handled securely to ensure privacy, authenticity, integrity and non-repudiation of data.
