EMSD Web-based Registration Services (WBRS) provides various types of online applications for both individuals and organisations.

The following are some of the EMSD electronic services currently supported by EMSD WBRS:

  • application for electrical worker registration
  • application for a use permit permitting a lift / an escalator to continue to be used and operated
  • submission for specified information and specified documents under the mandatory energy efficiency labelling scheme
  • application for approval of domestic gas appliance
  • application as a registered vehicle mechanic

How to use the service?

To submit applications through WBRS, applicants are required to register for an “iAM Smart+” account to enable the use of the authentication, “e-ME” form filling and digital signing functions during the application process.

What are the benefits of using WBRS services?

EMSD regulates Hong Kong's public safety in areas including electricity, lifts and escalators, gas, amusement rides, builder's lifts and tower working platforms, the mandatory energy efficiency labelling scheme, and building energy efficiency. Applicants are required to submit applications to EMSD for registration as a qualified worker / contractor, and for endorsement of test certificates before carrying out specified works under the relevant statutory controls.

Online submission is available for selected services. Submitted forms, along with any supporting information or data, will be transferred and stored electronically. These data will be handled securely to ensure privacy, authenticity, integrity and non-repudiation.
