“Closed Road Permit” for cross-boundary vehicles between Guangdong and Hong Kong

Hong Kong non-commercial private cars (HK PC) possess with regular quotas to Guangdong are allowed to make multiple access to Guangdong via designated boundary control point(s).

 

  • Holder of a valid full Hong Kong driving licence
  • Holder of a Mainland driving licence
  • Holder of a valid Approval Notice issued by the Vehicle Administration Office of the Guangdong Public Security Department (GDPSD) ("Mainland Approval Notice").

Note:

  • Driver should hold a valid Mainland driving licence for private car.
  • Holder of a valid Hong Kong full driving licence for private car can apply for a Mainland driving licence for small vehicle.
  • For more application details, please contact the Traffic Management Bureau of GDPSD at (8620) 8311 1536 or visit GDPSD’s website for updates.
  1. After completing all the formalities as required by the Mainland Government Authorities, applicant can apply for the “Closed Road Permit” from the Cross Boundary Unit of the Transport Department.
  2. Fill in application form (TD547D).
  3. Submit a duly completed application form together with the required supporting documents via the following channels:
    • By post
    • Drop-in box
    • In person or by agents

Annual fee for a “Closed Road Permit” under the application is listed below:

$456 per year $540 per year

 

Note:

  • If applicant would like to apply for a permit with the validity period shorter than one year, the fee is HK$45 per month. Any part of a month will be counted as one month.
  • Applicants are required to complete other formalities as required by the Mainland government authorities, such as purchasing the Mainland “Compulsory Traffic Accident Liability Insurance for Motor Vehicles”, etc. Since the procedures and price schedules for various formalities are set by the relevant organisations, and will be updated from time to time, applicants are advised to obtain up-to-date information on the required procedures and fees before submitting applications.
