Regular Quota for Hong Kong Private Cars to Macao (Access to City Centre)

  • Hong Kong non-commercial private cars (“HKPCs”) possess with a regular quota to Macao are allowed to make multiple access to the city centre of Macao via the Hong Kong-Zhuhai-Macao Bridge during the quota validity period.
  • The regular quotas are divided into Company Quota and Individual Quota.
  • Each quota is valid for not more than three years and will be re-allocated through open application upon expiry.

Note:

Each applicant is allowed to submit one ballot registration in one of the quota categories only. Submitting more than one ballot registration may result in disqualification.

  1. Make a ballot registration to the Transport Department through GovHK website during the period announced by the Transport Department.

In the event that the number of ballot registration exceeds the available quotas, the Transport Department will conduct a ballot to determine the order in which applications will be processed.

  1. The Transport Department will invite applicants to submit applications according to their balloted orders. Applicants, after receiving the invitation, are required to apply for “Closed Road Permit” (“CRP”) and submit all supporting documents to the Transport Department within the specified timeframe.
  2. Make an appointment with the Macao Customs and Excise Department for collecting and displaying labels and permits issued by Macao government authorities.

  • Submit a duly completed application form (TD 547D / TD 547) together with the required supporting documents by post, through the drop-in box, in person or by agent.

When processing an application, the Transport Department may require the applicant to submit supplementary documents or re-submit supporting documents.

  • Annual fee for a “CRP” under application is HK$540.

If applicants would like to apply for a permit with the validity period shorter than one year, the fee is HK$45 per month. Any part of a month will be counted as one month.

  • Applicants are required to complete other formalities as required by the Macao and Mainland government authorities, such as purchasing the Mainland compulsory traffic accident liability insurance for motor vehicles and the Macao statutory vehicle insurance, etc.

The application fees for the formalities as required by the Macao and Mainland government authorities are set by relevant authorities. Applicants are advised to make enquiries to relevant authorities on the required procedures and fees to obtain up-to-date information.
