Application for the Lantau Closed Road Permit

The section of Tung Chung Road (south of Shek Mun Kap Road) and all roads on South Lantau are designated as closed roads. Motorists who wish to access Tung Chung Road or roads on South Lantau are required to hold a valid "Lantau Closed Road Permit" (LCRP) and to fully comply with the conditions of issue as stated on the LCRP and the approval letter.

Residents and business operators on South Lantau and those with genuine operation and business needs to access South Lantau may apply for a non-temporary or temporary LCRP using the application form TD348. In general, non-temporary LCRPs are issued to residents and business operators on South Lantau and temporary LCRPs to those with genuine needs to temporarily access South Lantau. Each residential / commercial unit on South Lantau may apply for 1 LCRP only. Subject to genuine needs and sufficient grounds, a family in a 3-storey village house registered with a single address may apply for a maximum of 3 LCRPs (i.e. a maximum of 1 LCRP for each storey).  Applicants must provide the required supporting documents.

In addition, to facilitate tourists' access, the Transport Department allows a maximum of 40 daily quotas for coaches, of which 20 are for local tours and 20 for non-local ones. The quotas are allocated on a "first come first served" basis. Tourism service operators and organisations may apply for a temporary LCRP from the Transport Department using the application form TD348B.

Also, to facilitate the people with mobility disabilities' access to South Lantau, the Transport Department has introduced a trial of 5 daily quotas to hire cars serving wheelchair users on a "first come first served" basis starting from 1 July 2022. Hire car operators may apply for a temporary LCRP from the Transport Department using the application form TD348B.
