Online Application for Learner’s Driving Licence

Note1: You need an 'iAM Smart' account with digital signing function or a valid personal digital certificate for the application.

Who Can Apply Online?

You can apply online if you:

  • are aged above 18 and below 70 (according to the application date and applicable to application for learner’s driving licence for non-commercial vehicle(s) only);
  • are aged above 21 and below 70 (according to the application date and applicable to application for learner’s driving licence for commercial vehicle(s) only);
  • have passed Competence Test (Part B) and had a Road Test (Part C) appointment (applicable to application for learner’s driving licence for motor cycle only); and
  • are a holder of a valid full driving licence for medium goods vehicle or heavy goods vehicle (applicable to application for learner’s driving licence to drive an articulated vehicle).

Please note that applicants for driving test (except for motor cycle driving test) are not required to apply for learner's driving licence in conjunction with the application of driving test. In other words, applicants can apply for a driving test first, and then they can consider applying for a learner's driving licence after their arrangement of the driving learning schedule depending on their need. Applicants may still apply for a learner's driving licence in conjunction with the application for driving test, if necessary.

Please be reminded that if you wish to learn driving a motor vehicle on road, you must be the holder of a valid learner's driving licence(s) for that class of vehicle(s).

Learner’s Driving Licence with Commercial Vehicle Class(es)

  • Applicant must be a holder of a valid full driving licence to drive a private car or light goods vehicle for at least 1 year immediately preceding his/her application; or applicant must be a holder of a valid full driving licence issued after the completion of probationary driving period to drive a private car or light goods vehicle immediately preceding his/her application for a learner’s driving licence to drive a private light bus, public light bus, private bus, public bus, medium goods vehicle, heavy goods vehicle and an articulated vehicle.
  • A person shall not be eligible for a full driving licence to drive a taxi, private light bus, public light bus, private bus, public bus, medium goods vehicle, heavy goods vehicle, special purpose vehicle and an articulated vehicle if he has been convicted of an offence under Section 36 (Causing death by dangerous driving), Section 36A (Causing grievous bodily harm by dangerous driving), Section 39 (Driving a motor vehicle under the influence of drink), Section 39A (Driving, attempting to drive or being in charge of a motor vehicle with alcohol concentration above prescribed limit), Section 39B (Screening breath tests) or Section 39C (Provision of specimens for alcohol analysis), Section 39J (Driving motor vehicle without proper control under influence of specified illicit drug), Section 39K (Driving motor vehicle with any concentration of specified illicit drug), Section 39L (Driving motor vehicle without proper control under influence of drug other than specified illicit drug), Section 39O(1) (Failure to undergo preliminary drug test) or Section 39S (Failure to provide specimen of blood or urine) of the Road Traffic Ordinance (Cap. 374) during the five years immediately preceding his application.

  • An image file of competence Test (Part B) Pass Certificate (applicable to application for learner’s driving licence for motor cycle only).
  • An image file of Road Test (Part C) appointment letter (applicable to application for learner’s driving licence for motor cycle only).
  • An image file of proof of present address which is issued not more than 3 months from the date of submitting application.

  • A credit card (Visa, MasterCard, JCB or China UnionPay) or a PPS account number and Internet password for payment. 

Note1: Visa, MasterCard and JCB offer additional security programs to give their cardholders extra protection when they make online payments.  You must register in advance with Verified by Visa (VbV), MasterCard® SecureCodeTM or J/SecureTM.

Note2: PPS does not support payment via browsers of mobile devices (including mobile phones and tablets) at the moment. If you wish to pay by PPS, please change to use desktop computer.

  • A printer to print out a hard copy of the acknowledgement page, or a storage device to save your application details.  (Note: If you do not have both, please remember to write down the application reference number.)

When Will I Receive the Learner’s Driving Licence?

Upon successful application, the Transport Department will send the learner’s driving licence to your correspondence address by registered post within 10 working days.  If you have not received the probationary driving licence 4 weeks from the date of submission, please contact us at 2804 2600.

Can I Apply for the Issue and Addition of Learner’s Driving Licence by Post?

You can submit application by post, in which case the learner’s driving licence will be sent to your correspondence address by registered post within 10 working days upon receipt of your application.
