Online Appointment Booking for Identity Cards Application (Registration of Persons Offices)

The appointment booking period for application of Hong Kong identity card at Registration of Persons Offices is 96 working days. Applicants are advised to make prior appointment before they come to our offices for services.

You can make use of this online service to make an appointment booking for application for the Hong Kong smart identity card before visiting the Registration of Persons Offices. This article will tell you what you should know before using the online booking service.

Eligibility

You can use this service if you are:

  • first registration of identity cards for Hong Kong resident reaching the age of 11;
  • young people who have to replace for adult identity cards upon reaching the age of 18Note 1;
  • children who have to replace for juvenile identity cards upon reaching the age of 11Note 1;
  • persons whose identity cards have been lost, destroyed, damaged or defacedNote 2;
  • persons who wish to amend the particulars printed on their identity cards;
  • persons who are approved changes in their immigration status and are required to replace their identity cardsNote 1;
  • new arrivalsNote 3;
  • holders of Hong Kong identity cards issued before 23 June 2003; or
  • holders of old form of smart identity cards issued before 26 November 2018Note 1.

Note 1: Registration of Persons (ROP) - Hong Kong Office, Kowloon Office, Kwun Tong Office (will cease operation from 9 June 2024 onwards) and Tuen Mun Office have extended the service hours till 10 pm. Besides, the Tseung Kwan O Office, which will start to commence operation from 11 June 2024, will also extend service hours till 10 pm. The extended service hours of the aforementioned ROP Offices and the Kwun Tong (Temporary) Office, which commenced service with effect from 1 November 2023, only handle the following types of identity card applications:

  1. Replacement of new smart identity cards for persons still holding the old form of smart identity card after the completion of the Territory-wide Identity Card Replacement Exercise;
  2. Replacement of juvenile or adult identity cards for persons already holding identity cards reaching 11 or 18 years of age; and
  3. Replacement of permanent identity cards for persons holding Hong Kong Identity Cards with their eligibility for permanent identity card verified.

Note 2: For applicants without an appointment but have an urgent need to replace their identity cards which have been lost, destroyed, damaged or defaced, they may approach the ROP Offices which provide the relevant service at the normal service hours. The staff will offer assistance based on individual circumstances.

Note 3: One-way Exit Permit entrants will be provided with appointment booking service for identity card registration upon entry. Arrivals under the age of 11 from the Mainland holding One-way Permits must have their first registrations for Hong Kong identity card at any Registration of Persons Office (except Kwun Tong (Temporary) Office) within 30 days following their 11th birthday.

How to Start

To make an appointment, you need to enter the number of your Hong Kong identity card, Hong Kong birth certificate (registered on or after 06-11-1995) or travel document as the identity document number and input your day and year of birth as well. If you are making an appointment for a child, please provide the identity document number of the child. You also have to enter a personalized 4-digit enquiry code for subsequent change, cancellation or enquiry about your appointment.

You can select your appointment within the following 96 working days*. The result of booking is subject to the availability of quota of each office.

You may make an appointment for up to 4 applicants. Applicants of the same appointment should turn up at the chosen office together at the selected time slot to get a number tag for registration.

When a successful appointment is made and you choose to receive an appointment reminder, an email reminder will be sent to the email address you provided 2 days before the appointment day. You can change your email address or cancel the reminder at least 3 days before the appointment day.

For changing an appointment, the earliest available appointment will be on the next working day*. In view of the limited appointment quotas, please change or cancel your appointment at least 1 day before the appointment day if you are not able to attend.

*Monday to Saturday (except General Holidays)

If the information provided for making an appointment is incorrect, the appointment will be automatically deleted from the system without further notice.

In addition to the online booking system and the Immigration Department Mobile Application, you can also make an appointment via the 24-hour telephone booking system at (852) 2598 0888.  Please note that this telephone appointment booking system is not applicable to appointments at the Registration of Persons - Kwun Tong (Temporary) Office and appointments during the extended service hours of the following Registration of Persons Offices, i.e. Hong Kong Office, Kowloon Office, Kwun Tong Office, Tuen Mun Office.  Please make an appointment for the service at this website (www.gov.hk/icbooking) or through the Immigration Department mobile application.

On the other hand, starting from 11 June 2024, Registration of Persons – Kwun Tong Office will be relocated to Tseung Kwan O and renamed as Registration of Persons – Tseung Kwan O Office.  As the telephone appointment booking system is currently being updated for appointment booking of services during the general service hours at the Tseung Kwan O Office, please visit the website (www.gov.hk/icbooking) or use the Immigration Department mobile application.
