Application Tips


All full‐time students receiving education at primary and secondary levels or pursuing Project Yi Jin programmes or relevant courses of the Vocational Training Council, from the following families are eligible for using the services -

  1. families receiving the flat‐rate grant for School‐related Expenses under the Comprehensive Social Security Assistance (CSSA) scheme; or
  2. families passing the means test for receiving ‘Full’ or ‘Half’ level of financial assistance from the Student Finance Office (SFO) of the Working Family and Student Financial Assistance Agency.


Application Procedures

In order to receive the services and offers in the programme, eligible families and students should register with the responsible Implementer in their residential districts.  The following supporting documents as proof of eligibility are required to be shown for purpose of registration -

  1. For families receiving Comprehensive Social Security Assistance (CSSA)
    • certificate of CSSA recipients (for Medical Waivers) issued by the Social Welfare Department;
    • residential proof; and
    • student card or student handbook.
  2. For families receiving School Textbook Assistance
    • notification on eligibility assessment result or copy of the Eligibility Certificate (Financial Assistance for Primary and Secondary Students) issued by the Student Finance Office for the current school year.

Meanwhile, students pursuing Project Yi Jin programmes or courses of the Vocational Training Council have to bring along their documentary proof of student status.

Applicant can also download the 'i Learn at home' Internet Learning Support Programme (ILSP) registration form, complete and return (postage will be settled by Government and postage stamp is not required) or fax it (facsimile: 2802 4549) to the Office of the Government Chief Information Officer with address or facsimile below.  The implementer will contact you shortly for confirmation.

Services provided under the ILSP will be gradually concluded before 31 August 2018.  The two non-profit organisations, namely The Boys’ and Girls’ Clubs Association of Hong Kong (BGCA) and WebOrganic, implement the ILSP in the Eastern and Western parts of Hong Kong respectively.  They will continue to provide the following services to eligible families until the ILSP ends:

  1. Broadband services and computer equipment at discounted prices (services will be provided until 30 June 2018); and
  2. Free technical support, training and social support (services will be provided until 31 August 2018).

The deadline for membership enrolment is 30 June 2018 (for membership enrolment by post, the postmark date will be regarded as the enrolment date).

Moreover, the two Implementers have accumulated experience in supporting Internet learning for students from low-income families after years of operation.  They indicate that they will continue to provide Internet learning support services to students from low-income families after 31 August 2018.  They have also set out respective service scopes and are currently drawing up the related details.  Among the services, WebOrganic will offer broadband services at discounted prices to low-income families across the territory and BGCA will provide computer check-up and computer technical support to their eligible members from low-income families.  Other Internet learning support services provided by the two Implementers include training and social support, etc.  For enquiries, please contact the Implementer that serves your residential district.  The hotline telephone numbers are as follows:
