Product certification arrangement under the regulation on the use of electric mobility devices (EMDs)New
Consultation Period: 7 February 2024 to 6 April 2024
Bureau / Department: Transport Department
Brief Description: Consultation regarding the introduction of a certification scheme for compliant EMDs to be used in Hong Kong under a proposing regulatory framework.
Major Affected Business Group(s)*: Manufacturers, wholesalers, importers of EMDs; and testing laboratories.
How the major Business Group(s) will be affected by the new regulations/ administrative measures and procedures under consultation: Under the proposed regulatory framework on EMDs, only compliant EMDs with product certification labels affixed could be permitted for using on designated cycle tracks in Hong Kong. Manufacturing parties or wholesalers of EMDs need to obtain certification labels from accredited Product Certification Bodies and affix the labels on their EMDs before selling for use in Hong Kong.
The B/Ds concerned are seeking specific views from SMEs on proposed regulatory requirement that would have significant potential impact: Proposed technical specifications, international standards, and introduction of certification labels for compliant EMDs which require relevant SMEs to apply for obtaining the certification labels (manufacturers or wholesalers) or for being the Product Certification Bodies (laboratories).
