Online Application for Probationary Driving Licence

Note: You need an 'iAM Smart' account with digital signing function or a valid personal digital certificate for the application.

Who Can Apply Online?

You can apply online if you:

• have passed the driving test for private car, light goods vehicle, motor cycle or motor tricycle (only applicable to new issue and addition of driving licence);
• are existing holder of a Hong Kong probationary driving licence (only applicable to renewal and addition of driving licence); and
• aged below 70 (according to the application date).

When Should I Apply for New Issue and Addition of Probationary Driving Licence?

• You can apply for new issue and addition of probationary driving licence 4 working days after and within 3 years from the date of passing the relevant driving test.
• If the date of passing the relevant driving test is over 3 years, new issue or addition of probationary driving licence cannot be applied. In such circumstances, if you wish to re-obtain a probationary driving licence again, you have to pass a new road test. However, you will be exempted from taking the written test.

When Should I Apply for Renewal?

• You can apply for renewal of probationary driving licence at anytime within 15 days before its expiry or 3 years after its expiry.
• Licences that expired more than 3 years ago cannot be renewed. If you wish to obtain a new probationary driving licence, you will have to pass a road test again.  You will, however, be exempted from the written test.

What Do I Need for Online Application?

• An 'iAM Smart account’ with digital signing function (see the image below) or a valid personal digital certificate issued by recognised Certification Authorities, e.g. Hongkong Post (see the images below).

• An image file of driving test form (only applicable to new issue and addition of driving licence).
• An image file of proof of present address which is issued not more than 3 months from the date of submitting application.

• A credit card (Visa, MasterCard, JCB or China UnionPay) or a PPS account number and Internet password for payment. 

Note1: Visa, MasterCard and JCB offer additional security programs to give their cardholders extra protection when they make online payments.  You must register in advance with Verified by Visa (VbV), MasterCard^® SecureCode^TM or J/Secure^TM.

Note2: PPS does not support payment via browsers of mobile devices (including mobile phones and tablets) at the moment. If you wish to pay by PPS, please change to use desktop computer.

• A printer to print out a hard copy of the acknowledgement page, or a storage device to save your application details.  (Note: If you do not have both, please remember to write down the application reference number.)

How Much Should I Pay for the Probationary Driving Licence?

When Will I Receive the Probationary Driving Licence?

Upon successful application, the Transport Department will send the probationary driving licence to your correspondence address by registered post within 10 working days.  If you have not received the probationary driving licence 4 weeks from the date of submission, please contact us at 2804 2600.

Can I Apply for the New Issue, Renewal and Addition of Probationary Driving Licence by Post?

You can submit application by post, in which case the probationary driving licence will be sent to your correspondence address by registered post within 10 working days upon receipt of your application.
