Who Can Apply Online?

You can apply online if you:

  • have passed the probationary driving period for private car, light goods vehicle, motor cycle or motor tricycle or relevant driving test;
  • are existing holder of a Hong Kong full driving licence (applicable to addition of driving licence only); and
  • are aged below 70 (according to the application date).

When Should I Apply for New Issue and Addition?

  • You can apply for new issue and addition of full driving licence within 3 years from the date of completion of the probationary driving period or 4 working days after and within 3 years from the date of passing the relevant driving test.
  • If the date of completion of the probationary driving period or the date of passing the relevant driving test is over 3 years, new issue or addition of full driving licence cannot be applied. In such circumstances, if you wish to re-obtain a full driving licence again, you have to pass a new road test. However, you will be exempted from taking the written test.

When Should I Apply for Renewal?

  • Full driving licence can be renewed if it is due to expire within the next 4 months or has expired within the past 3 years.
  • Licences that expired more than 3 years ago cannot be renewed.  If you wish to obtain a new full driving licence, you will pass a road test again.  You will, however, be exempted from the written test.
  • If you wish to apply for renewal of full driving licence solely without addition of driving licence, please submit your application via this website.

What Do I Need for Online Application?

  • An 'iAM Smart account’ with digital signing function (see the image below) or a valid personal digital certificate issued by recognised Certification Authorities, e.g. Hongkong Post (see the images below) for authentication.

  • An image file of the Hong Kong Permanent Identity Card (applicable to addition and renewal of full driving licence with commercial vehicle class(es)).
  • An image file of the driving test form (not applicable to: (a) renewal of full driving licence; (b) first issue of or addition of relevant driving entitlement to full driving licence after completion of the probationary driving period; and (c) addition of full driving licence for taxi).
  • An image file of Government driving permit (GF8) (applicable to renewal of full driving licence for government vehicle only).
  • An image file of Computerized Written Test Result Slip (applicable to addition of full driving licence for taxi).
  • An image file of valid course certificate of the relevant Pre-service Course (the date of completion of the course as specified in the course certificate shall fall within one year preceding the date of application for the relevant full driving licence) (applicable to addition of full driving licence for taxi, public light bus and public bus).
  • An image file of proof of present address which is issued not more than 3 months from the date of submitting application.

  • A credit card (Visa, MasterCard, JCB or China UnionPay) or a PPS account number and Internet password for payment. 

Note1: Visa, MasterCard and JCB offer additional security programs to give their cardholders extra protection when they make online payments.  You must register in advance with Verified by Visa (VbV), MasterCard® SecureCodeTM or J/SecureTM.

Note2: PPS does not support payment via browsers of mobile devices (including mobile phones and tablets) at the moment. If you wish to pay by PPS, please change to use desktop computer.

  • A printer to print out a hard copy of the acknowledgement page, or a storage device to save your application details.  (Note: If you do not have both, please remember to write down the application reference number.)

When Will I Receive the Full Driving Licence?

Upon successful application, the Transport Department will send the full driving licence to your correspondence address by registered post within 10 working days.  If you have not received the full driving licence 4 weeks from the date of submission, please contact us at 2804 2600.

Can I Submit Application for Full Driving Licence by Post?

You can submit the application for full driving licence by post, in which case it will be sent to your correspondence address by registered post within 10 working days upon receipt of your application.

Full Driving Licence with Commercial Vehicle Class(es)

With the Road Traffic (Driving Licences) Regulations (Cap. 374B) coming into effect on 10 March 2008, an applicant applying for first issue, renewal or addition of a full driving licence with commercial vehicle classes must be:

  • a holder of a Hong Kong Permanent Identity Card; or
  • a holder of other types of Hong Kong Identity Card other than the Hong Kong Permanent Identity Card; and not be subject to any condition of stay other than a limit of stay as defined in section 2(1) of the Immigration Ordinance (Cap. 115).
