E-Contact Means Verification

What is E-Contact Means?

You must provide either a Hong Kong mobile phone number or an email address that can receive SMS message or email as the E-Contact Means (ECM) when submitting driving or vehicle licensing applications.

Upon the completion of processing of the applications, the ECM provided will be automatically applied and updated to your driving licences and all registered vehicles under your name.

ATTENTION

The ECM must be verified by one-time password (OTP) through Transport Department’s online licensing services or designated online platform within 3 months before submitting an application form.  Otherwise, the Transport Department may suspend processing of the application.

1. For licensing application using paper-based form through postal, drop-in box or counter.

Please verify ECM through the designated online platform of the Transport Department within 3 months before submitting application forms.

2. For licensing application using online services.

Please verify ECM by OTP during the application process. It is not necessary to verify ECM through the designated online platform separately before application.

The ECM is a very important contact information.  Please ensure that your ECM is correct and provide the frequently used one (such as your mobile phone number) to receive electronic messages from the Transport Department and the Hong Kong Police Force, including matters related to the tunnel toll payment and electronic traffic enforcement.

 

What Do I Need to Prepare in the Process of ECM Verification?

Please prepare a Hong Kong mobile phone number or an email address that can receive OTP through SMS or email for ECM verification.

 

What If I Do Not Possess a Valid HK Mobile Phone Number to Verify the ECM?

Please provide an email address for the collection and verification of ECM.

 

How Do I Know If the ECM Is Verified Successfully?

The confirmation of ECM verification will be shown after finishing the verification steps. The case reference number and the valid period information will be shown together with your ID number and verified ECM. Please capture the screen or print out this page for future reference.

 

What Should I Do If My ECM Has Changed?

If a change occurs in the ECM previously provided to the Commissioner for Transport, you shall, within 72 hours of the change, notify the Commissioner for Transport in writing, through online service or by submitting the completed Transport Department Form (TD 559).  Any person without reasonable excuse contravenes such requirement commits an offence and is liable to a fine at level 1.
