Appointment Booking for Direct Issue of Hong Kong Full Driving Licence / Temporary Driving Licence Counter Services
From 16 March 2026 onwards, for submission of application for direct issue of Hong Kong full driving licence, applicants must make an advance appointment for counter services via this online appointment booking system. No walk-in or on-site queue ticketing will be arranged. The system will open available booking slots in the coming four weeks for booking, and the slots will be updated at 5:00 pm every working day.

*Please note that the appointment booking system will be suspended from 4:00 pm to 4:30 pm every working day for updates. Notes for Attention
(1) Each applicant may only make 1 appointment. Only 1 Direct Issue of Hong Kong Full Driving Licence Application (TD63A) / Temporary Driving Licence Application (TD181) will be processed with each valid appointment.
(2) Admission to the appointment booking system will be arranged in small batches and queuing time may therefore vary. Depending on the actual booking situation, successfully entering the system does not mean that there are still booking slots available.
(3) The operation arrangement of the online appointment booking system on every working day is as follows:
| 4:00 pm to 4:30 pm | The system is suspended for updates |
| 4:30 pm to 5:00 pm | Pre-queue period |
| 5:00 pm | Queuing officially commences, and a queue position is immediately and randomly assigned |
| After 5:00 pm to 4:00 pm of the next working day | Applicants are placed in the queue and entered into the system according to the actual time of entry |
(4) The appointment registration is valid for 20 minutes only. If the appointment is not successfully completed within the time limit, the application session will expire and re-queuing is required.
(5) Please prepare the following information before accessing the system to facilitate input:
HK Identity Card Holder
(i) Applicant's registered "iAM Smart" account
(ii) Applicant's driving licence number and Chinese name (if applicable)
(iii) Valid email address
Non-HK Identity Card Holder/People who have not registered “iAM Smart” account
(i) Image file* (see the image below) and number of the applicant's identity document (such as Passport / Exit-Entry Permit for Travelling to and from Hong Kong and Macao, etc.)


(ii) Applicant's driving licence image file* (see the image below) and number
(iii) Valid email address
*Acceptable file formats: JPEG/JPG (5MB or below) or PDF (1MB or below)
(6) Please enter true and accurate information of the applicant and upload relevant supporting documents (if applicable) into the system, as well as to provide an email address that can receive one-time password for instant verification (one-time password will be sent via tdabs@td.gov.hk). Information provided in booking must be identical to the applicant’s identity document and licence. Otherwise, the booking is considered invalid and the relevant application will not be processed. If the applicant information entered or service category selected during the booking is inaccurate, you will have to make a new appointment.
(7) If incomplete / invalid information has been provided during the appointment booking, or if a duplicate booking is made, the booking will be cancelled without further notice. In addition, the TD may disclose information provided by applicant through this appointment booking to relevant driving licence issuing authorities for verification. If missing or unmatched information has been identified, the relevant appointment booking will be cancelled automatically.
(8) Successful applicants will receive a booking confirmation email issued by tdabs@td.gov.hk. Please visit the appointed Licensing Office at the scheduled time to submit your application and present the booking confirmation to the staff on site for verification. Those who are late or absent must make an appointment afresh.
(9) Depending on the circumstances of each case and operational arrangements, applicants may have to wait for a while for counter service and vetting of the application upon arrival, so please allow sufficient time to process the relevant application.

When attending your appointment, applicants should bring the completed application form and the required documents, including acceptable address proof and supporting documents that can prove your eligibility.
In addition, applicants must, within three months before submitting an application, verify the e-contact means (i.e. Hong Kong mobile phone number or email address) by a one-time password through the designated online platform of the TD for their applications.
