More Efficient Utilisation of the 8-digit Numbering Plan

Brief Description :

In light of the persistently high demand for mobile numbers and the finite amount of numbers in the 8-digit numbering plan, on the basis of past consumption rate, it is forecast the 8-digit numbers available for mobile services may be used up as early as November 2018.  In this consultation paper, five measures are proposed to deal with the mobile number shortage problem and maximize the use of number resources.  Public views are therefore invited on these proposed measures, and on the timeframe under which they should be implemented.

Negotiation of the Hong Kong and Macao Closer Economic Partnership Arrangement

Public Consultation on the Future Development of the Electricity Market

Brief Description : The current Scheme of Control Agreements between the Government and the two power companies will expire in 2018.  In conducting the review of the future development of the electricity market, the Government is not only guided by the four energy policy objectives of safety, reliability, affordability and environmental protection, but has also paid due regard to our goal to introduce competition to the electricity market.  Based on the public views and feedback received during various reviews and public consultations conducted over the past few years, we have set out our analyses of the market readiness to introduce competition; proposed possible options to improve our regulatory arrangement; and laid out our plan to implement the fuel mix for electricity generation in 2020 to meet our demand for electricity and achieve our environmental targets.  A three-month public consultation on the above issues has been launched on 31 March 2015.

Brief Description :

The Government proposed to establish a regulatory framework to enhance the regulation of nutrition and health claims on formula products and foods for infants and young children under the age of 36 months in Hong Kong.  The proposed regulatory framework will encompass the following elements —
 

(a) the establishment of five overarching principles to delineate the boundary of the regulatory framework and to prescribe conditions that will bind any claims eventually allowed;
 

(b) the regulatory options for the product-claim combinations that are within the bounds of the relevant overarching principles;
 

(c) the development of a mechanism for establishing and maintaining a list of approved claims and the corresponding conditions;
 

(d) the establishment of a mechanism for revising the list of approved claims;
 

(e) the provision of clear definition of claims;
 

(f) the possible establishment of a set of NRVs specifically for infants and young children; and  

(g) the establishment of a grace period to allow sufficient time for the trade to comply with the new compliance requirements.
