You can submit your application for an HKSAR Document of Identity for Visa Purposes (Doc/I) from outside Hong Kong. Here you can download the application forms and the submission requirements.
Two types of forms for Doc/I applications are available. You can download the application forms and the guidance notes through the links below.
You can also obtain these application forms from the Chinese diplomatic and consular missions in your country of residence or HKSAR Immigration Branch Offices.
You should complete the application form in block letters in black or blue ink. Applications for children aged under 16 must be signed by their parents or legal guardians.
You must submit your application with three recent colour photographs with white backgrounds that conform to the specifications set out in the photograph requirements guidelines accessible below.
You should provide photocopies of the supporting documents on A4-size paper (i.e. 210 mm X 297 mm). Please note that all photocopies will not be returned.
An application with insufficient supporting documents required will not be processed and will be returned to the applicant. Additional documents or information may be required if necessary.
You can submit your application by post or in person to the nearest Chinese Diplomatic and Consular Missions, and it will then be forwarded to the Travel Documents and Nationality (Application) Section of the Immigration Department of the HKSAR for processing. The Doc/I will be sent back to the Chinese Diplomatic and Consular Missions for issue.

Please note that this option will require you to present the originals of the supporting documents and collect your Doc/I in person at the Travel Documents (Issue) Section of the Immigration Department of the HKSAR.
You should submit your application with a completed fee payment form (ID 856) and a crossed cheque or bank draft made payable to ”The Government of the Hong Kong Special Administrative Region“ in Hong Kong dollars or US dollars. Please do not send cash with your application.
