Local Application for HKSAR Document of Identity for Visa Purposes

You cannot travel to another country without a valid travel document. If you are a Hong Kong resident who is not eligible for the HKSAR Passport, you may apply for the HKSAR Document of Identity for Visa Purposes (Doc/I), which serves as your travel document. Application Forms

Two types of forms for local applications are available. You can download the forms and the guidance notes through the following links.

Alternatively, you can obtain the application forms at any of the Immigration Branch Offices for travel document applications.
You should complete the application forms in block letters in black or blue ink. Applications for children under 16 years of age must be signed by a parent or legal guardian.

Photograph Requirements

You must submit your application with a recent colour photograph with white background that conforms to the specifications set out in the photograph requirements guidelines accessible below.

Supporting Documents

When submitting your application in person, you should bring along the original supporting documents. In the case of postal or drop-in applications, please submit photocopies of supporting documents on A4-size paper (i.e. 210mm X 297mm) along with the application form, photograph and cheque. Please note that all photocopies will not be returned.

An application with insufficient supporting documents will not be processed and will be returned to the applicant. Additional documents or information may be required if necessary.

Submitting Your Application

By post or through drop-in boxes

You can send your application by post using a self-addressed envelope (ID972) to:

During office hours you may also deposit the application into the drop-in boxes provided at any Immigration Branch Offices or the Travel Documents and Nationality (Application) Section.

If your previous Doc/I has been lost, damaged or is not available, or you have to apply for an extension of stay at the same time, you must submit the application in person at any one of the Immigration Branch Offices [except the Travel Documents and Nationality (Application) Section].

In person

If you are aged 16 or above, you may submit your application in person at any of the Immigration Branch Offices for travel document applications [except the Travel Documents and Nationality (Application) Section].

Children under the age of 16, accompanied by a parent or legal guardian, may submit the application in person at any of the Immigration Branch Offices for travel document applications [except the Travel Documents and Nationality (Application) Section].

New Arrivals Holding Exit Permits for Proceeding to Hong Kong and Macau (also known as One-way Permits)

You can submit your application in person at the Registration of Persons - Kowloon Office (3/F, Cheung Sha Wan Government Offices, 303 Cheung Sha Wan Road, Kowloon) upon first registration for a Hong Kong identity card.

Children who are aged 11 or above but below 16 and hold One-way Permits must submit their applications in person together with a parent or legal guardian, when they first register for a Hong Kong identity card at the above office.

Payment of Application Fee

For applications submitted in person, you can pay the necessary application fee in cash, by EPS or by crossed cheque payable to "The Government of the Hong Kong Special Administrative Region". If you submit your application by post or through a drop-in box, please enclose a crossed cheque. Post-dated cheques will not be accepted.
