To ensure that all Hong Kong residents can travel abroad, the HKSAR Document of Identity for Visa Purposes (Doc/I) are issued to those who are not eligible for a passport in Hong Kong or a travel document elsewhere. Here you can learn about whether you meet the eligibility requirements.
You are eligible for a Doc/I if you meet one of the following requirements:
(a) You are on limit of stay in the HKSAR and are unable to obtain a national passport or a travel document of any other country or territory;
(b) You are on unconditional stay but do not have the right of abode in the HKSAR, and are unable to obtain a national passport or a travel document of any other country or territory; or
(c) You are not of Chinese nationality who have the right of abode in the HKSAR and hold a permanent identity card of the region but are unable to obtain a national passport or a travel document of any other country or territory.
