The provision of subsidised housing to the elderly is an important government service. The Hong Kong Housing Authority offers public housing schemes and specially designed flats to the elderly in need who are living alone or with their families.
Elderly people living alone can consider applying for the Single Elderly Priority Scheme if they wish to live independently, or the Elderly Persons Priority Scheme if they are willing to live together with other elderly people. Families with elderly members aged 60 or above can enjoy allocation within three years under the Families with Elderly Persons Priority Scheme. The Special Scheme for Families with Elderly Persons allows families with at least two elderly parents or dependent relatives to apply for two separate flats in the same estate in new towns.
Both the Hong Kong Housing Authority and the Hong Kong Housing Society provide special flats for the elderly. The Housing Authority offers two main types of housing for the elderly in public rental estates: housing for senior citizens and small self-contained flats. These are both specially designed for the elderly, and are equipped with facilities such as non-slip floor tiles and single lever type taps. The Hong Kong Housing Society provides approximately 900 Elderly Persons Flats for eligible elderly people at only half the normal rent.
The Hong Kong Housing Society Elderly Resources Centre provides the elderly with comprehensive services to cope with their changing housing needs. Through education, the assessment of physical needs and home risks, consultation and research, elderly people can understand change in their physical well-being with age and the potential hazards at home to reduce home accidents. The Centre also provides one-stop referral services to help satisfy the housing needs of the elderly.
The purpose of the scheme is to provide financial assistance to elderly owner-occupiers to repair and maintain their self-occupied buildings and to upkeep building safety. A maximum grant of HK$40,000 is available for each eligible elderly owner-occupier within a period of 5 years.
