About the Economic and Employment Council (EEC)



(Note: The EEC was disbanded in December 2005.)


Introduction



The Financial Secretary (FS) established the Economic and Employment Council (EEC) in January 2004. Chaired by the FS, the EEC comprised 36 non-official members and seven concerned directors of bureaux. Non-official members of the EEC included Members of the Legislative Council and representatives from the business, labour and academic sectors. The EEC provided advice on the development and implementation of policies and initiatives to promote economic activities, encourage inward investment, facilitate business, and engender employment opportunities.

The EEC was an initiative announced in the Chief Executive's 2004 Policy Address. The EEC consolidated four advisory bodies on economic development and employment (the Business Advisory Group, the Economic Advisory Committee, the Investment Promotion Strategy Group and the Task Force on Employment) originally under the purview of the FS. It provided a comprehensive forum for discussion of important issues relating to economic development and employment, helping to foster consensus in the community at large and creating synergy in identifying solutions to our challenges in these areas

The EEC was disbanded in December 2005 with the establishment of the Committee on Economic Development and Economic Co-operation with the Mainland under the Commission on Strategic Development. The Business Facilitation Advisory Committee was set up in January 2006 to take forward the business facilitation efforts of the former EEC.

Terms of Reference



To advise the FS on the development and implementation of policies and initiatives to promote economic activities, encourage inward investment, facilitate business, and engender employment opportunities.

EEC Subgroup on Business Facilitation

Introduction



Pursuant to the deliberations of the first meeting of the Economic and Employment Council (EEC), a Subgroup on Business Facilitation was established in March 2004 under the EEC. The main objective of the Subgroup was to eliminate outdated, excessive, repetitive or unnecessary government regulations on business so as to facilitate business development and job creation. The Subgroup was disbanded in December 2005 following the disbandment of the EEC.

Terms of Reference



  • Develop and oversee a programme to systematically review government regulations and procedures impacting on business with a view to eliminating outdated, excessive, repetitive or unnecessary regulations on business so as to facilitate business development and job creation;
  • Report to the EEC on the programme and seek its steer on further work; and
  • Examine other relevant areas to facilitate business.
