Eva Cheng joined the Hong Kong Government in 1983 as an Administrative Officer after graduating from the University of Hong Kong.
She was appointed Secretary for Transport and Housing on 1 July 2007. Before taking up this appointment, she was the Permanent Secretary for Economic Development. Her previous civil service postings include the Commissioner for Tourism and postings with the Commerce, Industry and Technology Bureau, the Central Policy Unit, Financial Secretary's Office, Transport Branch, Education and Manpower Branch and the Standing Commission on Civil Service Salaries and Conditions of Service.
